Pool Resurfacing in Westlake Village, on Both Sides of the County Line
Aqua Creations provides pool resurfacing in Westlake Village for homes, HOA pools, and hotel pools, working from our Ventura shop with AQUA-GLASS™ fiberglass and our own crews. The city itself sits in Los Angeles County, while the Westlake neighborhoods across the line belong to Thousand Oaks in Ventura County, and that line decides who supplies your water and which health agency signs off on a shared pool.

What happens between draining and refilling your pool
Whether the pool sits behind a house off Lindero Canyon Road or at an association clubhouse, the work moves through the same phases.
Drain
The pool is emptied and the shell is left open, so we can see the condition of the surface, the tile line, and the fittings before any work starts.
Prep
The old surface is ground down and any loose or hollow plaster is repaired, so the new finish bonds to a sound base.
Finish
AQUA-GLASS™ goes on as a gun-laminated fiberglass finish, applied by our in-house crews and never by subcontractors.
Refill
The pool is refilled from your tap, Las Virgenes or Cal Water depending on the side of the line. Test and balance the water before the first swim.
Homes from the 1960s through the 1980s, nearly all under CC&Rs
The City of Westlake Village 2021 to 2029 Housing Element counts 82.1 percent of the city’s homes as built in 1989 or earlier. About 63 percent went up during the 1960s and 1970s, and about 20 percent during the 1980s. If your pool went in with the house, its shell has been holding water for 35 years or more.
The same document notes that all but one of the city’s neighborhoods are governed by Conditions, Covenants and Restrictions. For a resurface, that can mean association rules on work hours, contractor parking, or a change of finish color, so check with your association before the work is scheduled.

Commercial resurfacingWhich health agency covers a shared pool in Westlake Village
Hotel, apartment, club, and HOA pools are public pools, and the agency that reviews them depends on which side of the county line the property sits. Public pools follow the health agency’s approved finish rules, so we do not offer custom colors on hotel, apartment, or HOA pools.
Los Angeles County Department of Public Health
Its Recreational Waters Program requires written plan approval before anyone proposes to renovate, alter, or replace a public pool.
- Pools are lined with white plaster or a smooth, waterproof, white interior finish.
- Spas may be white or a light pastel with a light reflectance value of 55 percent or more.
- Plans and specifications are reviewed before work begins.

Ventura County Environmental Health Division
Resurfacing a public pool is filed on the county’s own plan check worksheet, and construction waits for an approved plan and a Permit to Construct.
- The finish is white, except bench top edges and spa step edges.
- Waterline tile is a contrasting color.
- Drain covers and the safety vacuum release system are listed by maker and model.
