Pool Resurfacing in Pasadena, CA
Aqua Creations handles pool resurfacing in Pasadena for backyard pools, apartment and HOA pools, and hotel pools, and every AQUA-GLASS™ fiberglass finish goes on with our own in-house crews. Pasadena is part of our Los Angeles County service area, and it is one of the few cities there with its own health department, so hotel, apartment, and HOA pools answer to the city rather than the county.
From the Arroyo Seco to the foot of the San Gabriels
Our crews come in from Ventura on the 101 and the 134, about 62 miles as the crow flies. While we are on this side of the county we also resurface pools in neighboring Altadena, Glendale, and Arcadia.

City and code requirements are part of the job
Pasadena has its own health department, its own Building and Safety office, and its own utility. Here is how one of our customers described that part of the job.
We received two outstanding referrals to Aqua Creations which helped in making our decision to work with them. The work was done professionally and neatly and the result was a beautiful new pool. Aqua Creations guided us through all of the city and code requirements. Thumbs up!

Three parties, one order: how a public pool in Pasadena gets resurfaced
Pick a step to see who does what. Use the arrow keys to move between steps.
Owner or manager
Start by deciding the scope with your contractor: the surface, the main drain covers, and any tile or coping. Then call the Environmental Health Division at (626) 744-6004 and ask whether that scope counts as a renovation that needs plan review.
Public pools in Pasadena include hotel, apartment, HOA, and club pools. The city, not Los Angeles County, holds the health permit for them.
Pasadena Environmental Health Division
When plans are needed, printed plans go to the division in person and the plan review fee is due when you submit. The division says plans are reviewed within 20 business days and resubmittals within 10.
Its guidance is plain: construction or renovation should not begin until plans are approved. Build that review time into the date you close the pool.
Aqua Creations
We scope the resurfacing, the drain covers, and the tile, and we review the division’s requirements with you before the pool is drained. Our commercial pool resurfacing page covers closures and scheduling in more depth.
Public pools follow the health agency’s approved finish rules, so we do not offer custom colors on hotel, apartment, or HOA pools.

Hot, dry summers and a wet winter
Pasadena’s normal highs climb from the high 60s in winter to about 91°F in August, and almost all of its rain falls from November through March. February alone averages just over 5 inches.
A new surface has to go on dry and cure before the pool is refilled, so wet weather can push a start date. Summer is the busy season for pool use and the easiest stretch for weather. We set the schedule with you at the estimate, once we know your pool and the dates you need it back.
Every resurface we do uses gun-laminated AQUA-GLASS™ fiberglass bonded over the shell you already have.

Backyard pool or public pool: two different Pasadena offices
Who you deal with depends on who swims in the pool. Here is what each office covers and what a resurfacing project tends to touch.
Pasadena Building and Safety
The city’s residential pool handout applies when a building permit is issued. It does not say whether a resurface alone needs one, so confirm with Building and Safety before work starts.
Backyard pools are not on a health permit, so finish color is your choice. We go over AQUA-GLASS™ colors with you at the estimate.
Environmental Health Division
Public pools hold a health permit from the city’s public health department. A resurfacing job is the natural time to bring main drain covers up to date, since the pool is already empty. Our page on VGBA compliance upgrades explains the federal drain cover rules.
Plan the closure, too. Residents, members, or guests lose the pool from the day it is drained until it is refilled, so give them notice early.
Half local wells, half imported water, and hard either way
Pasadena Water and Power says about half of its supply came from local sources in 2025 and the rest from the Metropolitan Water District. Its delivered water averaged 222 ppm of hardness, about 13 grains per gallon, and never dropped below 202 ppm. The imported water on its own averaged 234 ppm.
That is the water a resurfaced pool starts on, and it is the water every summer top-off adds. When pool water evaporates the minerals stay, so scale builds at the waterline first. Test and balance the fill against these numbers rather than a generic target.
If you are not sure the surface is worn through, our pool resurfacing page walks through the usual wear signs.
