A Newport Beach hotel or HOA pool needs county sign-off

Shared pools in Newport Beach are public pools under the Orange County Health Care Agency’s plan check. Public pools follow the county’s approved finish list, so we do not offer custom colors on hotel, apartment, or HOA pools. Boards can see how we prepare on our HOA pool resurfacing page.

An application before any work

The county asks for an application, its approval, and a scheduled inspection before a public pool is resurfaced, with a separate application for each pool or spa.

Drain covers checked while it is empty

At the pre-plaster inspection the drain covers must be on site. Covers rated past their service life, or discontinued models, are not accepted.

Reopening on written approval

A final inspection follows the refill. A hotel, club, or HOA pool returns to service only with written approval to operate.

Why us here

A Ventura shop that has worked on Southern California pools since 1991

Aqua Creations is based at 1547 Los Angeles Ave in Ventura, about 108 road miles from Newport Beach, a little over two hours with clear freeways. The crew that applies your finish works for us, not for a subcontractor, and our crews drive down from Ventura for each job.

We have been applying AQUA-GLASS™ since 1991. In Newport Beach we resurface residential pools on the bay, the islands, and the hillsides, and we cover the rest of the Orange County service area on the same trips, including the towns just inland and up the coast.

Newport Beach water averages about 14 grains of hardness

The City of Newport Beach 2026 Water Quality Report covers 2025. About 85 percent of the supply was groundwater and about 15 percent was imported from the Metropolitan Water District, and the two came in almost level on hardness.

At that level, a plaster pool slowly collects calcium scale, and the plaster itself is a cement surface the water keeps working on. AQUA-GLASS™ fiberglass is not a cement surface, so the chemistry still matters for the water and equipment, but there is no plaster face to etch.

Our fiberglass pool resurfacing page explains how AQUA-GLASS™ is laminated with chopper guns.

Not every address is on city water. Parts of Newport Beach are served by Mesa Water District or by Irvine Ranch Water District instead, each with its own report. Your water bill shows which one you have.

Pick a month and see Newport Beach weather at the harbor

Newport Beach is mild all year, so weather rarely decides a resurfacing date on its own. Rain is the main thing that interrupts work on an empty shell, and most of it falls between November and March.

Figures are NOAA NCEI 1991 to 2020 monthly normals for the Newport Beach Harbor station (USC00046175).

May

Normal high66.7°F
Normal low58.3°F

A homeowner on the finished job

Aqua Creations just completed the resurfacing of my pool. The project only took two weeks from draining the pool to refilling the pool. It turned out amazing! Kyle was great, all the workers were professional, very clean and took pride in their work. I can without reservation recomend Aqua Creations for your project. Mike Sanders
