Pool Resurfacing in Arroyo Grande, CA, for Hard Water and Coastal Wind
Aqua Creations handles pool resurfacing in Arroyo Grande for backyard pools, spas, and shared pools, with crews driving up US 101 from our Ventura shop. The city buys treated water from Lopez Lake, and that water is hard, which matters for any finish here and across San Luis Obispo County.

Who signs off before an Arroyo Grande public pool is resurfaced
Shared pools in Arroyo Grande, such as those at HOAs, apartment buildings, and hotels, fall under the public pools and spas program run by San Luis Obispo County Environmental Health Services, at 2156 Sierra Way in San Luis Obispo. A resurface on one of these pools starts with the county’s Application for Resurfacing or Alteration of a pool, and the form is blunt about timing: do not begin any construction until a plan approval has been issued.
The application asks for more than the finish. It lists the drain covers, with a manufacturer and model number for each, any added entrapment protection, the depth markers, and the waterline tile, so the empty pool is the time to bring all of it up to code. Our VGBA compliance and safety upgrades page covers the drain cover side.
A private backyard pool is outside this county program. The county does note that the city’s planning and building office can add its own requirements, so a backyard project can still need a city permit. Public pools follow the health agency’s approved finish rules, so we do not offer custom colors on hotel, apartment, or HOA pools.

Weather and an empty pool
The work happens with the pool drained and open to the sky. Here that mostly means the winter months: January normally brings 3.86 inches of rain at the airport station and February 3.54.
From May through October the chart shows less than an inch a month. That dry run is also when families want the pool full, so the calendar is a trade-off rather than a rule.
We talk through timing for your pool at the estimate.
Plaster or fiberglass for an Arroyo Grande pool
Most concrete pools start life with a plaster finish. Here is how it compares with AQUA-GLASS™ against the two things this area throws at a pool: very hard water and a long windy season.
| Condition | Plaster | AQUA-GLASS™ fiberglass |
|---|---|---|
| What the surface is | A cement-based coat over the shell | A fiberglass laminate built up over the shell |
| Hard fill water | Calcium settles into the pores and builds a crust at the waterline | A smooth, non-cement face gives scale less to hold on to |
| Wind-blown leaves and dust | Tannins and grit stain a porous surface over time | Debris sits on the surface and brushes off more easily |
| Feel underfoot | Turns rough on steps and benches as it etches | Stays smooth when the water is kept in balance |
| Color | White or tinted plaster | AQUA-GLASS™ colors for private pools; public pools stay white |
Staying with plaster is a fair choice for some pools, and we do that work too. Our page on plaster pool resurfacing explains when it fits.
The four phases of an Arroyo Grande resurface
Every pool goes through the same phases. Pool size and the condition of the shell decide how long each one takes.
- DrainThe pool is emptied so the whole shell, floor to tile line, can be checked dry.
- PrepThe worn surface comes off, and loose or hollow spots are repaired so the new finish bonds to sound material.
- FinishOur crew applies the AQUA-GLASS™ fiberglass laminate over the prepared shell.
- RefillThe pool is refilled from your tap. Test and balance the water before the first swim.
AQUA-GLASS™ is gun-laminated with fiberglass chopper guns over a vinyl ester barrier coat, and our fiberglass pool resurfacing page walks through the method.

Arroyo Grande tap water is hard, and plaster shows it
The City of Arroyo Grande buys treated water from the county’s Lopez Lake system, about 10 miles east of town. The county’s latest Lopez report puts the delivered water at an average of 330 mg/L of hardness, which works out to about 19 grains per gallon. That is very hard water by any common scale.
The city also has its own sources, so the water at your tap can be a blend. The city’s own annual Consumer Confidence Report has the blended figure.
On plaster, water this hard leaves a white crust at the tile line and fills the pores of an etched surface, which is where rough patches and stains start. A smooth fiberglass face gives that calcium less to hold on to, though the water still needs balancing on any finish.
Seven windy months and a long clear summer
Arroyo Grande sits a few miles in from the ocean, and its averages sit between the beach towns and the hotter inland valleys. What it does get is wind. WeatherSpark’s averages put the windier part of the year from about November 19 to June 25, with May the windiest month at 9.5 miles per hour.
Wind is what fills a pool with leaves, dust, and pollen, and on a porous plaster surface those turn into stains. The clearer part of the year then runs from early May to the end of October, which means months of steady sun on the water and a higher chlorine demand while it lasts.
Closer to the water in Pismo Beach, salt air and a cloudier half-year shape the job. Up in Paso Robles, summer heat does.
- Windier seasonAbout November 19 to June 25, peaking in May at 9.5 mph
- Clearer skiesAbout May 7 to October 31, roughly 5.8 months
