Pool Resurfacing in Santa Barbara, CA
Aqua Creations provides pool resurfacing in Santa Barbara for homeowners on the Riviera and the Mesa, for hotels near the waterfront, and for condominium and HOA pools across the Eastside and Westside. Our crews come up US 101 from the shop in Ventura, about 28 miles away in a straight line, to a city whose tap water swings between very hard lake water and soft desalinated water.
From the harbor bluffs to the foothills
State Street runs from the foothills down to Stearns Wharf, and Cabrillo Boulevard follows the beach past the hotels. The Mesa sits on the bluffs west of the harbor, the Riviera climbs the slope above downtown, and San Roque and Hidden Valley spread out toward the mountains. A crew can reach any of them from the 101.

Hotel, condo, and club pools in Santa Barbara
The Hotel Milo pool in the photo is one of ours. That covers hotel and inn pools downtown and along the beach, condominium and apartment pools, HOA pools, and club pools. Each one is a public pool, and every public pool in the city falls under Santa Barbara County Environmental Health Services, which runs the county’s recreational health program.
That office, not the city, is the one a resurfaced public pool answers to. We talk through what it will want before reopening when we give the estimate. Public pools follow the county’s approved finish list, so we do not offer custom colors on hotel, apartment, or HOA pools.

Neighboring towns on different water
Cross the city line and the water supplier often changes, which changes how a new finish should be balanced.
Montecito
Montecito pools fill from the Montecito Water District, not the City of Santa Barbara, so the hardness numbers on this page do not apply there.

Goleta Water District serves the city next door. Its 2025 report put Lake Cachuma water at 360 mg/L and its wells at 470 mg/L, with no desalinated water in the mix.

Carpinteria poolsMild temperatures, salty air
The Santa Barbara station’s numbers show how little the city swings. The normal August high is 77.7°F and the normal January low is 46.5°F, so a pool here rarely sees a frost season or a long run of triple-digit days.
That is easy on a pool interior. Summer evaporation is modest, so less hard water gets added between top-offs than in the valley over the pass. The ocean air is the part to watch. Salt and damp settle on stainless rails, light rings, and coping, and on an old plaster finish they add to the pitting and staining the hard water starts.

Two very different waters in one city system
The City of Santa Barbara draws on Lake Cachuma, Gibraltar Reservoir, and the Charles E. Meyer Desalination Plant. Its 2026 report, covering 2025, shows how far apart those sources are.
Average hardness of the city’s surface water, with a range of 360 to 464 mg/L. That is very hard water.
Average hardness of water from the desalination plant, with a range of 44 to 102 mg/L. That is soft water.
What it means for the surface
When lake water dominates the mix, calcium settles out at the waterline and works into the pores of plaster, which is how an old finish turns rough and gray. A fiberglass surface is not porous, so that scale stays on top where a brush can reach it. Our fiberglass pool resurfacing uses chopper guns to laminate about 30% more material than rolled-on methods.

Drain, prep, finish, refill
Santa Barbara has its own rules for the first and last of these, set out in the city’s swimming pool draining guidance.
Drain
City rules keep pool water out of the street, gutter, and storm drain. It has to stay on the property or go into the sanitary sewer clean-out at no more than about 10 gallons a minute, which is roughly 17 hours for a 10,000-gallon pool. Apartment, condo, and commercial pools may need a temporary discharge permit from the city’s Wastewater System office first.
Prep
With the pool empty, the old surface is made ready for the new finish and any damage we find is repaired before anything new goes on.
Finish
Our in-house crew applies the AQUA-GLASS™ fiberglass finish. No part of the work is handed to a subcontractor.
Refill
The pool is refilled from your tap. Test and balance the water before the first swim. A full refill can show up on your next city water bill.
