Hard Cachuma water, and harder water when the wells run
Most Goleta homes and complexes buy their water from the Goleta Water District. Its main supply is Lake Cachuma, treated at the Corona del Mar Water Treatment Plant, and in 2025 that water averaged 360 mg/L total hardness, roughly 21 grains per gallon. The District also ran six groundwater wells during the year, and the well water averaged 470 mg/L, or about 27.5 grains.
Both figures are very hard water. Every top-off brings more calcium into the pool, and the water that evaporates leaves it behind. Plaster takes the brunt of it: scale bonds to the cement face, builds into gray crust on the steps and along the tile, and every acid wash that removes it takes a thin layer of plaster too.
Fiberglass is not a cement product, so scale has no pores to lock into and low-calcium water has nothing to pull out of the surface. You still keep the water balanced and watch the tile line. The difference is that the finish is not wearing thinner every time the pool gets cleaned. On hard Goleta water, getting the first fill right sets up every season after it.
Mild days, cool nights, and very little rain to dilute the pool
Goleta sits on the flat coastal plain between the Santa Ynez foothills and the Pacific, and most of the city is within a few miles of the beach. NOAA normals for Santa Barbara Municipal Airport, beside Old Town Goleta, put the average August high at 74.5 degrees and the average December low at 40.4, with about 17 inches of rain a year.
That climate is easy on people and quietly hard on pool surfaces. If you heat your pool through cool evenings and the shoulder seasons, keep in mind that warm water holds less calcium than cool water. A heated pool on hard fill water throws scale faster, and it shows first at the tile line and on the steps.
The rain that does fall comes in a few winter months. For the rest of the year the pool is topped off from the tap, which keeps bringing the hardness figures above back into the water.
