Pool Resurfacing in Covina, CA, for Homes, HOAs, and Apartment Pools
Pool resurfacing in Covina starts with hard city water, about 13.5 grains per gallon, and a long hot season. Aqua Creations resurfaces backyard, HOA, condo, apartment, and hotel pools here with AQUA-GLASS™ fiberglass applied by our own crews.
Covina’s shared pools answer to Los Angeles County Public Health
Covina does not run its own pool health program. Its HOA, condo, apartment, and hotel pools are covered by the county’s Recreational Waters Program, which reviews renovation plans for public pools and inspects construction until the work is complete.
HOA and condo pools
Boards need a scope they can take to a vote and a pool that meets county rules when it reopens.
HOA pool resurfacingApartment pools
Properties with five or more units also get a yearly county inspection, and that visit covers the pool and spa.
Apartment pool resurfacingHotel and motel pools
The county names hotel and motel pools as public pools, so a resurface there runs through the same program.
Hotel pool resurfacingAsk the county early whether your project is a surface job only or also touches plumbing, drains, or equipment. The program’s number is (626) 430-5360. Public pools follow the health agency’s approved finish rules, so we do not offer custom colors on hotel, apartment, or HOA pools. Source: Los Angeles County Public Health, About Public Pools.
The Covina streets our crews work
Covina sits in the middle of the San Gabriel Valley, between the 210 to the north and the 10 to the south. We take backyard pool jobs on the residential streets on both sides of Citrus Avenue and out along Badillo Street and Azusa Avenue, plus the condo and apartment pools along Arrow Highway and Grand Avenue.
Tell us about steps, slopes, or a narrow side yard when you call. Every town we cover in the county is on our Los Angeles County page, and the towns next door are below.

Left, a freeform backyard pool with rock edging after its new surface. Right, a spa partway through the work. Both come from our project photos, and neither is a Covina address.
Freeform shapes and attached spas both take the same finish as a plain rectangle.
Augusts in the low nineties and almost no summer rain
Covina is an inland valley town with no marine layer to cool a pool. NOAA’s normal August high at the nearby Pomona Fairplex station is 92.4°F. The Covina City Yard rain gauge averages about a third of an inch from June through September combined, and roughly 13.5 of its 16.7 yearly inches fall between December and March.
- Heat and evaporationWater leaves a pool faster in a hot, dry summer, and every top-off adds more dissolved minerals that stay behind.
- Sun on the surfaceMonths of strong sun fade an older plaster finish and push up chlorine demand.
- Winter rainHeavy storms in a few months dilute and unbalance the water, and unbalanced water etches plaster.

What Covina city water brings to your pool
The City of Covina Water Division’s 2025 report lists filtered San Gabriel River water from the Covina Valley Water Company as its main source, with imported water from the Metropolitan Water District used in some months. Total hardness averaged 230 mg/L and ranged from 190 to 280 mg/L. Divided by 17.1, that is about 13.5 grains per gallon, from 11.1 to 16.4.
Not every Covina address is on city water. If your bill comes from another company, its own report applies.

Your prep so far
Start with the pool’s age and any photos. Those two answer most of our first questions.
- You can email photos to aquaglass@aquacreations.com before the visit.
- For a community pool, the board or manager’s contact rules are worth having on hand.
- Not sure about an item? Leave it blank and we will ask.
