Pool Resurfacing in Fullerton, CA
Aqua Creations handles pool resurfacing in Fullerton for homeowners, apartment owners, and HOA boards, from the older blocks around downtown to the hillside streets near Hillcrest Park. Fullerton fills its pools with mostly local groundwater, and over half of its homes were built before 1970, so both shape the job here.

NOAA’s normals for Fullerton Municipal Airport put July, August, and September in the mid 80s, with August the warmest at 86.7°F. Those are the months when a pool loses the most water to evaporation, and every top-off with hard city water leaves more calcium behind at the tile line.
Rain is the other side of the calendar. December through February bring about 7.7 of the station’s 11.9 yearly inches, while June through August together average about a tenth of an inch. A pool that has to sit drained and open is far less likely to take on rainwater in the dry months.

Pool resurfacing in Fullerton often means working on a 1960s shell
The city’s own Housing Element says more than half of Fullerton’s homes went up before 1970. Plenty of backyard pools were built with those houses, and a pool that old has usually been patched, acid washed, or replastered over the years.
That history is what we find under the surface. Old plaster thins and turns porous, newer coats can lose their grip on the coats below, and the hollow spots spread. Before any new finish goes on, loose and hollow plaster has to come out and be repaired, because a new surface is only as good as what it is bonded to.
It matters now because each round of replaster on an old shell adds another layer that can let go. Our AQUA-GLASS™ process starts by grinding the old surface and repairing it rather than simply coating over it.
Apartment, HOA, hotel, and club pools in Fullerton
A pool that serves tenants, guests, or members is treated as a public pool, and in Orange County those pools answer to the Orange County Health Care Agency.
Who reviews the work
The Orange County Health Care Agency, Environmental Health Division, runs plan check for public pools. Owners or operators planning to build or remodel a public pool have to submit plans and get approval before construction starts.
What that means for a resurfacing job
A plan check can add time before work starts, so it is worth raising early when a public pool is due for resurfacing. Public pools follow the health agency’s approved finish rules, so we do not offer custom colors on hotel, apartment, or HOA pools.
Plan check contact
The county lists a plan check representative at (714) 433-6074 for public pool questions.

Two water sources, both hard
The city serves a blend that is mostly local groundwater, with imported water from the Colorado River and the State Water Project bought from the Metropolitan Water District. Its report splits the city into areas: some streets get mainly groundwater, some a mix, and some mainly imported water.
The two sources land close together, at roughly 14 grains per gallon either way. Pool test kits and water softener dealers often talk in grains per gallon; the city reports parts per million, and 17.1 ppm make one grain.

Average hardness, range 195 to 375 ppm. About 14.4 grains per gallon. Total dissolved solids average 492 ppm.
Average hardness at the Diemer plant, range 189 to 280 ppm. About 13.8 grains per gallon.
Scale bands follow the common USGS ranges: under 61 mg/L soft, 61 to 120 moderate, 121 to 180 hard, above 180 very hard.
Fullerton pool owners ask
If yours is not here, call (805) 672-1695. We also cover nearby Anaheim and Santa Ana.
Start from the city’s groundwater figure, 246 ppm, about 14.4 grains per gallon in 2025, unless your street gets mainly imported water, which averaged 236 ppm. Either way the water is hard, so keep an eye on the waterline after pool resurfacing in Fullerton.
No. The city’s report describes areas that receive mainly groundwater, a mix, or mainly imported water, and says the source can change in an emergency or drought. The two sources are close in hardness, so either figure gives a fair starting point.
The Orange County Health Care Agency. Its Environmental Health plan check asks owners or operators planning to remodel a public pool to submit plans and get approval before work starts, so we build that step into commercial pool resurfacing schedules here.
