What 21 grains of hardness does to a pool surface
Golden State Water Company serves Orcutt through its Orcutt System. The company pumps treated groundwater from the Santa Maria Groundwater Basin and also buys water from the City of Santa Maria. Its latest report, covering 2025, puts average hardness at 360 mg/L. Divided by 17.1, that is about 21 grains per gallon, and individual samples ran from 100 to 430 mg/L.
Water that hard leaves calcium behind wherever it can. On plaster, that means the pores and the etched spots on steps and benches, where scale bonds to the cement and turns the surface gritty. AQUA-GLASS™ is a smooth, nonporous laminate, so the same water has much less to hold onto, and most of what does form collects on the waterline tile where it can be cleaned.
Dry months make it worse. From April through October, NOAA normals for Santa Maria Public Airport show under an inch of rain a month, so the water a pool loses to evaporation is replaced with more hard tap water, and the minerals keep building.
The refill after a resurface comes from the same supply, so a new surface starts out in water at about 21 grains. Test and balance calcium and pH from the first fill.

Who oversees a shared pool in Orcutt
Orcutt has no city government, so the agencies that matter for a pool are county ones. Pools at HOAs, apartments, and other shared properties are public pools under California rules, and in Santa Barbara County they fall under the recreational health program of County Environmental Health Services.
Before a board books a resurface, ask that office what it needs to see for the project. Public pools follow the health agency’s approved finish rules, so we do not offer custom colors on hotel, apartment, or HOA pools. A mild year with a short wet season
NOAA’s 1991 to 2020 climate normals for Santa Maria Public Airport, about 2.6 miles from the center of Orcutt, show normal highs between 64°F in December and 75°F in September. A normal year brings about 13.3 inches of rain, nearly all of it from November through March.
For a pool surface, that mild weather means heat is rarely the problem. The water is.
