Pool Resurfacing in Summerland, CA, on the Hillside Above the 101

Aqua Creations offers pool resurfacing in Summerland from our Ventura shop, about 23 miles down US 101. Homes here sit on a steep, ocean-facing slope, and the tap water comes from the same hard sources that supply Montecito.

Homes and pools in Summerland

Steep lots and a building wave in the mid-1980s

Santa Barbara County's Summerland Community Plan places the town's homes on a steep, ocean-facing hillside. The plan ties a wave of new homes to 1985 and 1986, so many pools here are close to 40 years old.

If a pool from that era still has plaster, the surface has spent decades in hard fill water and full coastal sun, and it tends to show it: a gray, blotchy cast where the finish has worn thin, a rough feel on the steps, and scale caked along the tile.

That matters now because a steep lot makes every pool project harder to stage. Doing the interior, the waterline tile, and any coping repairs in one project means the pool is drained once, instead of again a few years later.

Summerland water

Hard water from the Montecito Water District

Summerland's tap water comes from the Montecito Water District, which supplies Montecito and Summerland. Its 2025 report lists average hardness of 404 to 527 mg/L across its three tested sources, or about 24 to 31 grains per gallon.

On plaster, that calcium meets a porous, cement-based surface. Scale settles into the texture, roughens it further, and shows up as a gray or white band along the waterline. On a non-porous fiberglass surface, the same calcium has far less to hold onto, and what does form cleans off more easily.

Total dissolved solids averaged 580 to 983 mg/L by source, and they climb as pool water evaporates and gets topped off. Either finish needs calcium, pH, and alkalinity kept in range on water like this.

Wear signs on the hillside

What an aging Summerland pool tends to show

Open, ocean-facing lots and hard fill water wear a pool interior in a particular way. If you see two or more of these, the surface is ready for a closer look.

Faded, chalky color

A pool with a view usually has no shade. Years of full sun wash out plaster color, and the worn surface can leave a chalky film on your hand.

Scale on the tile and steps

Every top-off adds more hard district water. The calcium stays behind wherever water evaporates, starting at the tile line.

Grit settling in the corners

Wind carries dust and leaves into the water. On rough plaster, that grit collects in corners and on steps and leaves stains behind.

Fine cracks and pitting

Craze cracks and small pits in old plaster trap dirt and algae, and they spread as the surface keeps wearing away.

Permits and rules

Which office applies to a Summerland pool

Summerland is an unincorporated community, so county offices set its rules rather than a city hall. Which one applies depends on who uses the pool.

Private pool

A backyard pool at your home

A pool at a single-family home is not a public pool, so the county health program does not oversee it. If the project grows past the interior into new plumbing, electrical, or deck work, ask the County of Santa Barbara building office whether it needs to see the plans.

Shared or public pool

Inns, rentals, and associations

Public pools fall under the Santa Barbara County Environmental Health Pools and Spas program, which oversees the safe and sanitary operation of public swimming facilities. Check with the program before work starts on what it needs to review.

What a resurfacing project touches on a shared pool

  • Drain covers. Under the federal Virginia Graeme Baker Act, public pools and spas have needed anti-entrapment drain covers since December 19, 2008, and a drained pool is the easiest time to check them.
  • Closure. The pool is out of service from drain to refill, so the operator needs to plan the shutdown and let users know.
  • Finish color. Public pools follow the health agency's approved finish rules, so we do not offer custom colors on hotel, apartment, or HOA pools.
