Pool Resurfacing in Orange County, From the Harbor to the Inland Cities
Aqua Creations handles pool resurfacing across Orange County for homeowners, hotels, apartment communities, and HOA boards. Our in-house crews drive down from the Ventura shop and apply every AQUA-GLASS™ fiberglass finish themselves, never through subcontractors.

Fill water across the county runs from 113 to 303 ppm hardness
Most Orange County cities pump groundwater from the county basin and blend in water imported by the Metropolitan Water District. How much of each, and how hard the wells run, changes from one city to the next.
| Water supplier | Serves | Average hardness | Note |
|---|---|---|---|
| Mesa Water District | Most of Costa Mesa, part of Newport Beach | 113 ppm (6.6 grains per gallon) | Local wells only. Mesa Water District 2026 CCR |
| City of Huntington Beach | Huntington Beach | 162 ppm (9.5 grains per gallon) | Well water; imported water averaged 236 ppm. City of Huntington Beach 2026 WQR |
| City of Newport Beach | Most of Newport Beach | 232 ppm (13.6 grains per gallon) | Well water; imported water averaged 236 ppm. City of Newport Beach 2026 WQR |
| City of Santa Ana | Santa Ana | About 250 ppm (14.6 grains per gallon) | City figure for tap water. City of Santa Ana water page |
| Irvine Ranch Water District | Irvine, parts of Newport Beach and Costa Mesa | 214 to 293 ppm (12.5 to 17.1 grains per gallon) | Averages vary by source in the blend. IRWD 2026 WQR |
| City of Garden Grove | Garden Grove | 303 ppm (17.7 grains per gallon) | Well water; imported water averaged 236 ppm. City of Garden Grove 2026 WQR |
Fullerton and Anaheim also blend city well water with imported water. Fullerton puts its share from wells at about 75 percent, and Anaheim says neighborhoods east and south of the 57 and 91 interchange generally receive imported water. Grains per gallon are milligrams per liter divided by 17.1. Ask whoever balances your pool to start a new surface from your own supplier’s numbers.

About 11 degrees separate the harbor from the county seat in August
Orange County runs on two climates. The NOAA station at Newport Beach Harbor has a normal August high of 73.3°F. The Santa Ana Fire Station, about ten miles north of the harbor station, has a normal August high of 84.6°F, and stays in the 80s from July through September.
That gap shows up in the pool. Inland water evaporates faster through a long summer, the minerals stay behind, and every top-off adds more, so scale and rough plaster tend to arrive sooner on pools in Santa Ana, Anaheim, and Garden Grove. Pools near the beach see milder heat and more marine air instead.
Either way, the surface carries the load. For a backyard pool, our residential pool resurfacing page explains how we scope a home job, and the fiberglass pool resurfacing page covers the gun-laminated AQUA-GLASS™ method.

What one homeowner said about the workmanship
I am very impressed with the workmanship of Aqua Creations. It is so good to know that there are still honest hardworking companies around and I am so fortunate to be found and hired by Aqua Creations.
See the whole county, then zoom in on a town
Our crews come down from Ventura on the 101 and the 405. Huntington Beach and Newport Beach sit along the coast, Costa Mesa and Irvine in the middle, and Santa Ana, Garden Grove, Anaheim, and Fullerton to the north and inland.

Commercial pool resurfacing in Orange County goes through one county plan check
Unlike Los Angeles County, with its separate city health departments, Orange County public pools answer to one agency: the Environmental Health Plan Check program at the Orange County Health Care Agency. Its replaster guidance sets the path for hotels, apartments, clubs, and HOA pools.
Apply before work starts
Replastering needs an application, agency approval, and a scheduled inspection before any work begins. Each body of water gets its own application, so a pool and its spa are two.
Covers on site for the pre-plaster check
The plan checker inspects the empty shell before the new surface goes on. Drain covers must be on site for that visit, and discontinued covers are not accepted.
Allow time for inspections
The county notes that the pre-plaster and final inspections may each take up to 10 working days to schedule. That belongs in the closure plan from the start.
Written approval to reopen
After the surface is finished and the pool is filled, a final inspection follows. The pool returns to service only after written approval to operate.
The county lists white plaster, fiberglass, or other approved finishes for a replaster, and asks for waterline tile that contrasts with the shell. Drain covers are generally rated for a five-year service life, so older covers often need replacing at the same time. Public pools follow the county’s approved finish list, so we do not offer custom colors on hotel, apartment, or HOA pools. Board members can see how we prepare for this on our HOA pool resurfacing page, and property managers on the commercial pool resurfacing page.

Pool resurfacing in Orange County, one town at a time
Each town page goes deeper on local water, the roads our crews use, and the kinds of pools we see there. Here is one fact from each that changes how a resurface is planned.
- Coast
Huntington Beach
About 85 percent of the city’s water is local groundwater, which averaged 162 ppm hardness in 2025, softer than the imported water blended in.
Huntington Beach pool resurfacing - Harbor
Newport Beach
The city’s own system serves most homes, but some areas get Mesa Water or Irvine Ranch water, so check the bill before trusting a hardness number.
Newport Beach pool resurfacing - Near the coast
Costa Mesa
Mesa Water serves most of Costa Mesa from local wells alone. Its 113 ppm average is the softest fill water on our Orange County list.
Costa Mesa pool resurfacing - Central
Irvine
Irvine Ranch Water District blends basin groundwater, imported water, and Irvine Lake water, and its 2025 averages ran from 214 to 293 ppm.
Irvine pool resurfacing - Inland
Santa Ana
The city puts its tap water at about 250 ppm. The Santa Ana Fire Station has a normal August high of 84.6°F.
Santa Ana pool resurfacing - Inland
Garden Grove
Garden Grove pumps from nine wells, and its groundwater averaged 303 ppm in 2025, the hardest well water among the cities we checked.
Garden Grove pool resurfacing - North inland
Anaheim
Anaheim blends water from its own wells with imported supply, and neighborhoods east and south of the 57 and 91 interchange generally get imported water.
Anaheim pool resurfacing - North inland
Fullerton
About three quarters of Fullerton’s water comes from city wells, with imported Metropolitan water making up the rest.
