San Bernardino County Environmental Health, not Los Angeles County
A public pool in Rancho Cucamonga goes through the San Bernardino County Division of Environmental Health Services, which lists an office in Rancho Cucamonga along with San Bernardino and Hesperia. Its public pool and spa construction guide spells out what applies when an existing pool is remodeled.
A replaster with nothing else changed beyond the perimeter tile, break line tile, and depth markers does not need a plan submittal, but the county still has to be notified of the work. New plumbing, equipment, fencing or gates, handrails, or decking all need plans.
One point matters for a fiberglass job in particular. The guide says public pools are finished in white plaster or another approved material, and that finishes other than plaster are generally not accepted and are reviewed case by case. Raise the finish with the county before work is scheduled. Public pools follow the health agency’s approved finish rules, so we do not offer custom colors on hotel, apartment, or HOA pools.

Across the county line: Glendora, Covina, and Pasadena
Our crews cover these Los Angeles County towns too. The work is the same; the agency and the water are not.
Glendora
The closest of the three, at the foot of the San Gabriels. Its public pools go through Los Angeles County Public Health instead of San Bernardino County.

Why a Ventura shop handles pool resurfacing in Rancho Cucamonga
Aqua Creations has worked out of Ventura since 1991, and our shop is at 1547 Los Angeles Ave, Suite #108. Rancho Cucamonga is about 94 miles from it in a straight line, one of the farthest towns on our list, and our crews make the trip.
The people who show up are ours. AQUA-GLASS™ work is done by in-house crews, never subcontractors, and the company has more than 25 long-term employees. That is the reason a pool owner this far east gets the same finish a Ventura pool gets.

Three months above 90 degrees
Rancho Cucamonga is far enough inland that summer runs hot and long. At NOAA’s Ontario International Airport station, a few miles south of the city, the normal high is 93.8°F in July, 94.9°F in August, and 91.3°F in September.
Rain is scarce outside of winter, about 11.6 inches in a normal year, and windy days carry dust and leaves into the water.

Heat speeds up the water
Warm water burns through chlorine faster and evaporates faster, so the chemistry drifts between checks and plaster pays for it.
Sun fades the finish
Months of strong summer sun wash the color out of an older plaster surface well before the plaster itself gives up.
Wind fills the pool
Gusty months carry dust and leaves into the water. Left sitting on a porous floor, that debris turns into stains.

Nearly all of the rain falls between November and March, and the months from May to September are close to dry. A new surface has to cure, so ask about timing at the estimate if you are planning around the rainy months.

Who does what under San Bernardino County rules
Pick the kind of public pool project. The order changes depending on whether the county only needs to hear about the work or needs to see plans first.
Has to be notified of the work. A replaster that changes nothing beyond perimeter tile, break line tile, and depth markers needs no plan submittal.
Sends that notice, closes the pool for the work, and keeps the gates locked while it is closed.
Resurfaces the shell and replaces the waterline tile while the pool is empty.
Submits plans to EHS before any work on plumbing, equipment, fencing or gates, handrails, or decking.
Reviews the plans. Drain and suction covers must meet ANSI/APSP-16 and suit the pump’s flow, and finishes other than plaster are reviewed case by case.
Resurfaces the shell and can replace tile, coping, and drain covers in the same project.

Shared pools in Rancho Cucamonga
Most of the public pools in a city like Rancho Cucamonga sit at hotels, apartment communities, HOA and condo developments, and fitness clubs. San Bernardino County treats all of them as commercial or public pools, and its Environmental Health Services plan review covers remodels of non-residential pools and spas, down to the pool at a bed and breakfast.
For a manager or board, that means one agency for every pool in the city, with an office in Rancho Cucamonga itself. Our Los Angeles County service area page lists every town around it that we also cover.
