Public pool rules

Commercial pool resurfacing in Los Angeles starts with the right health agency

Hotels, apartment buildings, HOAs, and clubs answer to a health agency before a resurfaced pool reopens. Across the towns we cover, four different agencies hold that role, and the city the pool sits in decides which one.

Most of the county

Los Angeles County Department of Public Health

Its Recreational Waters Program reviews construction plans for new public pools and for renovations of existing ones, and its inspectors look at pool walls, floors, and main drains. The county sends Pasadena, Long Beach, and Vernon pools to their own local rules.

City of Pasadena

Pasadena Public Health Department

Its Environmental Health Division regulates public swimming pools inside the city. Plans go to the division first, and it says construction or renovation should not begin until they are approved.

City of Long Beach

Long Beach Health and Human Services

The city’s Public Pool and Spa Program issues permits, inspects pools each year, and runs its own plan check reviews, which it says include remodels and re-plastering.

Rancho Cucamonga

San Bernardino County Environmental Health Services

Rancho Cucamonga is in San Bernardino County. The county’s public pool guide asks to be notified even when a pool is only re-plastered, and it calls for white plaster or another approved finish.

Public pools follow the health agency’s approved finish rules, so we do not offer custom colors on hotel, apartment, or HOA pools. We review the agency’s requirements with you up front, including the main drain covers.

Coast and inland

More than 20 degrees separate the beach from the foothills in August

Los Angeles County is not one climate. NOAA’s Santa Monica Pier station has a normal August high of 69.7°F. The Pasadena station’s is 91.3°F. Long Beach Airport and downtown Los Angeles sit in between at 83°F and 84°F, and the foothill towns along the San Gabriel Mountains run closer to Pasadena than to the beach.

For a pool, the hot side of the county means more water lost to evaporation through the summer. The minerals stay behind, and every top-off brings in more, which is why scale and rough plaster show up sooner on many inland pools. Coastal pools see milder heat and more marine air instead.

Rain matters too. Pasadena averages about 20 inches a year, most of it from December through March, while Long Beach averages about 12. A resurfacing schedule in the foothills has more winter weather to work around.

Fill water

One county, very different fill water

How hard your pool water starts out depends on who delivers it. Water from the Los Angeles Aqueduct and local wells tends to run softer than the imported blend the Metropolitan Water District treats and sells to cities across the region.

A new surface goes into service with whatever water the hose delivers. Test and balance the fill water against your own supplier’s numbers rather than a generic target, and watch the waterline, where scale from hard water shows first. One milligram per liter equals one part per million.

From a customer

What owners notice while the crew works

Very professional crew. It was obvious they know what they are doing. The attention to detail through the whole process was appreciated.
