A blended supply, and the local part runs hard
Most Moorpark homes get water from Ventura County Waterworks District No. 1. Its 2023 water quality report, the latest posted, shows a blend: 81 percent imported State Water Project water bought through Calleguas, and 19 percent groundwater pumped from the Las Posas Basin by four District wells.
The District reports hardness in grains per gallon already. The imported water averaged 8.5 grains and the local wells averaged 14. Multiplied back by 17.1, that is about 145 and 239 mg/L.
Part of Moorpark’s supply is local groundwater near 14 grains per gallon, and hot months evaporate pool water and leave its calcium behind. On plaster, that calcium settles into the pores of an etched cement surface and builds a rough crust that is hard to brush off. A smooth fiberglass pool resurfacing finish gives scale less to hold, so most of it collects at the waterline, where pool tile and coping work comes in when the tile itself is worn.

Pick a month to see Moorpark’s average weather
The City of Moorpark publishes climate figures for four months of the year plus an annual average. Choose one to see its average high, low, and rainfall.
Hot and nearly rain-free. Warm water uses chlorine faster, so a newly refilled pool needs its chemistry checked more often.

What a Moorpark association pool needs before work starts
Pools at HOAs, condominiums, and apartments, and any pool serving more than three families, are public pools under the Ventura County Environmental Health Division. That changes the paperwork a board deals with, not the finish system.
- Named work and a scaled plan
The county’s resurfacing worksheet wants each work item spelled out, plus a plan view of the pool marking its stairs, ladders, depth markers, skimmers, and main drains.
- A permit before the drain
The worksheet is filed with an Application for Permit to Construct, and work waits until the permit is issued.
- A white interior
Public pools follow the health agency’s approved finish rules, so we do not offer custom colors on hotel, apartment, or HOA pools. Waterline tile has to contrast with the finish.
