Why Oxnard calls us

A Ventura shop, six miles up the road

Our shop sits on Los Angeles Avenue in Ventura, roughly six miles in a straight line from central Oxnard. That makes Oxnard one of the closest towns we work in, and the estimate is free. Gated harbor and beach communities often need gate codes or set work hours, so tell us about access when you call.

Richard Dietz Sr. started Aqua Creations in 1991 to bring AQUA-GLASS™ fiberglass resurfacing to Southern California. More than 7,000 projects later, every AQUA-GLASS job is still done by our in-house crews, never subcontractors.

For a home pool, that means residential pool resurfacing by the same in-house crews that work on large commercial pools. Association boards can read how HOA pool resurfacing works with us before they ask for a proposal. We also cover the rest of Ventura County.

Commercial permit path

Who does what when an Oxnard community or hotel pool is resurfaced

Public pools in Oxnard go through the Ventura County Environmental Health Division before and during a resurface. Step through the path below to see which part falls to the owner, the county, and the contractor.

Owner, board, or manager

Confirm the pool is a public pool

The county program covers pools at HOAs, condominiums, hotels, apartments, parks, gyms, and any pool that serves more than three families. A backyard pool at a single-family home is outside it.

Contractor

List the work and draw the pool

The plan check worksheet for resurfacing or alteration is filled out once per site address. Every item of work gets listed, and a top-view drawing at a quarter inch to the foot shows the stairs, ladders, depth markers, skimmers, and main drains.

Owner and contractor

Submit the worksheet with the permit application

The worksheet goes to the Ventura County Environmental Health Division together with an Application for Permit to Construct.

Wait for written approval

Plans need written approval before construction starts, and work cannot begin until the Permit to Construct is issued. A replacement part that is not an exact match for the old one has to be cleared first.

County staff and contractor

Inspections while the work is underway

An Environmental Health specialist inspects the project at its construction phases to confirm it meets code before it is complete.

Owner, board, or manager

Reopen and stay on the inspection cycle

Public pools in the county are inspected each year for water chemistry, safety equipment, signs, gates, and the pool structure. A pool that falls short of minimum standards can be closed until it complies.

Ventura County rules

What a public pool resurface in Oxnard has to meet

The Ventura County Environmental Health Division reviews public pool work across the county, and Oxnard falls under that program. The county lists white plaster and fiberglass as accepted resurfacing materials on its plan check worksheet for resurfacing or alteration.

A resurface rarely stops at the finish. While the pool is empty, the worksheet asks about the tile, markers, drains, and rails around it, and each item that changes is listed on the application. That is why we look at the whole pool at the estimate, not only the surface.

Plan on the pool staying closed to residents or guests from the drain until the work passes county inspection. Drain covers and suction outlets often come up on older public pools, and our VGBA compliance upgrades cover that work. For larger properties, see commercial pool resurfacing.

Items the county worksheet covers

Public pools only
White interiorThe finish has to be white. Step and bench edges, lane lines, and waterline tile are the exceptions.
Waterline tileReplacement waterline tile must be a contrasting color.
Step and bench edgesA slip-resistant contrasting tile line, 1 or 2 inches wide, marks spa benches and pool or spa steps.
Depth markersNumerals at least 4 inches tall in feet and inches, with matching deck markers within 3 feet of the water.
Drain coversNew covers are listed by manufacturer and model, and suction fittings must meet ANSI/APSP-16.
Suction safetySuction outlets sit at least 3 feet apart, and a Safety Vacuum Release System is listed the same way.

Coastal conditions

What Oxnard air does to a pool interior

The National Weather Service describes a marine layer that is strongest from late spring through early fall, rolls inland overnight, and clears to hazy sun around midday, with afternoon sea breezes of 10 to 15 mph.

Beach and harbor streets

Salt air, sand, and damp mornings

Closest to the water, sea breeze carries salt and fine sand onto decks and into the pool. Rails, ladders, and light rings near the coast see the most corrosion, and grit settles on the floor where it scuffs a soft plaster surface.

A rough, etched plaster floor also holds onto whatever lands on it. A smooth fiberglass surface gives sand and organic debris less to cling to, so brushing takes it off.

Inland tracts

Midday sun after the gray burns off

Farther from the beach, the marine layer still covers many mornings, then the afternoon turns sunny and the water warms. Warm water and sun push chlorine use and chemistry swings, which is the slow chemical wear that etches cement finishes.

AQUA-GLASS™ is a laminated fiberglass finish, not a cement product, so balanced water does not etch it the way it etches plaster.

Oxnard water

Hard, calcium-heavy fill water, and what it does to plaster

City of Oxnard Water blends three sources. In calendar year 2025, 31 percent came from City groundwater wells, 36 percent from United Water Conservation District, and 33 percent was imported State Water Project supply through Calleguas. Some City well water is also treated by reverse osmosis at the City desalter before it is blended in.

Across that blend the City reported total hardness from 131 to 930 mg/L, averaging 418.6 mg/L. Divided by 17.1, that is 7.7 to 54.4 grains per gallon, about 24.5 on average. Average calcium was 104 mg/L.

Calcium is what turns into the white crust at the waterline and the rough scale on steps. On plaster, scale locks into the pores of an etched cement surface and is hard to remove without acid. On a smooth, nonporous fiberglass surface it has far less to grip, and the waterline tile becomes the main place to watch. The water still has to be balanced after a refill, and hard Oxnard tap water makes that step matter more. What fill water hardness does to a new pool surface walks through it.
