VGBA Compliance Upgrades for Pools and Spas
VGBA compliance upgrades bring a pool's drain covers and suction system in line with the federal Virginia Graeme Baker Pool and Spa Safety Act. Aqua Creations handles that work for hotels, apartment communities, HOAs, and other public pools across Southern California, along with safety rails and pool plumbing repair.

The Virginia Graeme Baker Act in plain terms
The Act is a federal law written to prevent suction entrapment at pool and spa drains, and the U.S. Consumer Product Safety Commission (CPSC) publishes what it requires. Here is what applies to public pools, in the CPSC's terms.
Who it covers
Public pools and spas. That includes pools open to the public, pools for members of an organization and their guests, pools for residents of an apartment complex or residential real estate development, and pools for hotel and motel guests.
Compliant drain covers
Since December 19, 2008, public pools and spas must have anti-entrapment drain covers that meet ASME/ANSI A112.19.8 or its successor. In 2019 the CPSC adopted ANSI/APSP/ICC-16 as that successor standard.
A second layer for single drains
A pool or spa with a single blockable main drain, or with drains on the same plane less than three feet apart, also needs a second anti-entrapment device or system.

This page explains the federal rules; your local health department may have its own inspection requirements.
The second anti-entrapment systems the CPSC accepts
When a second system is required, the CPSC compliance checklist lists these options. Which one fits depends on how your pool is plumbed and what equipment it runs, and that is what we look at on site.
| System | How the CPSC describes it |
|---|---|
| Safety vacuum release system (SVRS) | A system tested by an independent third party that conforms to the ASME/ANSI A112.19.17 or ASTM F2387 standard. |
| Suction-limiting vent system | A vent system with a tamper-resistant atmospheric opening. |
| Gravity drainage system | A gravity system that uses a collector or surge tank. |
| Automatic pump shut-off | A system that monitors the pump and shuts it off automatically if it detects an abnormality in operation. |
| Drain disablement | A device or system that disables the drain, for example by physically disconnecting the main drain suction line from the pump in the equipment room. |
Run the CPSC drain checklist before your next inspection
Each item below comes from the CPSC's compliance checklist for public pool and spa drain covers. Check off what you can confirm today from the covers, their markings, and your equipment records.

Check off each item you can confirm from the drain covers, the cover markings, and your equipment records.
This self-check is a starting point, not an inspection. Anything you cannot confirm is worth a closer look, and the easiest time is while the pool is drained for resurfacing.
Safety upgrades we handle while the pool is empty
Older pools may not meet current VGBA standards, especially when they still run outdated drain systems. Resurfacing is the practical time to fix that, because the drains are exposed and the pool is already out of service. It is part of how we plan commercial pool resurfacing.
Drain covers and suction
We replace noncompliant or expired drain covers, update suction systems, and improve circulation components so the pool lines up with the Act's requirements.
Safety rails
From standard commercial-grade safety rails to custom designer styles, set where swimmers enter and leave the water at steps and ladders.
Pool plumbing repair
From a leaking skimmer to a broken pipe, our technicians repair or upgrade pool plumbing. Drain work and plumbing go together, since the suction lines run to the same drains.

All pool servicesVGBA and pool safety questions
The federal drain cover and second-system requirements apply to public pools and spas, including hotels, motels, apartment complexes, and residential developments such as HOA communities. A private backyard pool falls outside that definition, but compliant drain covers are still a sensible upgrade when the pool is drained for resurfacing.
VGBA compliance upgrades usually start with new anti-entrapment drain covers. Pools with a single blockable main drain also need a second system, such as a safety vacuum release system or a gravity drainage system, and some need suction or circulation updates. We tell you which ones apply after looking at your drains and equipment.
Covers carry a manufacturer-recommended lifespan, and the CPSC recommends replacing any cover that has passed the expiration date marked on it. If your covers went in years ago, check the date before your next inspection.
Yes, and it is the most practical time. The pool is already drained and closed, so drain cover and suction work does not mean a second shutdown. We include it in the same free estimate as the resurfacing.
Yes. We install standard and custom designer-style rails for homeowners as well as commercial properties across Southern California and the Central Coast. For other checks worth making at home, read our pool safety tips for swim season.
Code requirements explained before any work starts
Boards and property managers need to know what the law requires for their pool, what is optional, and what it costs before they vote. We look at the drains and equipment with you and explain which items apply to your pool before any work starts. Every AQUA-GLASS™ resurfacing job is done by our own in-house crews, never subcontractors, and we have completed more than 7,000 projects since 1991.
We received two outstanding referrals to Aqua Creations which helped in making our decision to work with them. The work was done professionally and neatly and the result was a beautiful new pool. Aqua Creations guided us through all of the city and code requirements. Thumbs up!
