HOA Pool Resurfacing With a Proposal Your Board Can Defend

HOA pool resurfacing is a board decision before it is a construction job, so Aqua Creations sets up the assessment around what your board will be asked: what is wrong, what it costs, when the pool closes, and how it fits the reserve plan. The AQUA-GLASS™ fiberglass work is done by our own crews, never subcontractors.

The board’s problem

Why a community pool wears out faster than a backyard pool

An association pool serves residents, their guests, and summer crowds. That traffic, plus the chemical load needed to keep shared water clean, wears plaster faster than any backyard pool: rough steps, stained floors, and patches that come back every season.

A worn surface also turns into a liability item. Rough areas scrape swimmers, complaints reach the board, and the repair gets harder to plan the longer it waits.

Resurfacing on the board’s own schedule is far easier to manage than resurfacing after a failure forces the pool closed in July. It lets the manager plan the closure, give residents notice, and bring the cost to a budget meeting instead of an emergency one.

The same pressures apply to condominium and apartment pools; see commercial pool resurfacing for how we handle pools that serve a business or a whole community.

Before the vote

The board-meeting checklist

Work through this before the item goes on the agenda. Each line is a question an owner may raise at the meeting. Tick them off as you go; nothing leaves your browser.

Most of it comes out of a single on-site assessment. The assessment is free, and your community manager or a board member is welcome to walk the pool with us.

Safety and compliance

Use the empty pool to settle drain safety

Since December 19, 2008, federal law has required anti-entrapment drain covers on public pools and spas under the Virginia Graeme Baker Pool and Spa Safety Act. According to the U.S. Consumer Product Safety Commission, covers must meet the ANSI/APSP/ICC-16 standard, and a pool with a single drain that can be blocked needs a secondary device or system to prevent entrapment.

Covers and outlets are easiest to inspect and replace while the pool is drained, so the work fits inside the resurfacing closure instead of needing a second one. Our VGBA compliance and safety upgrades cover drain covers, suction systems, and safety rails.

What gets reviewed while it is empty
  1. Main drain coversChecked for an ANSI/APSP/ICC-16 rating and replaced if they do not carry one.
  2. Suction outletsCounted and measured; a single blockable drain needs a secondary safeguard.
  3. Coping and stepsSharp, loose, or chipped edges marked for repair before the new surface goes on.
  4. Rails and laddersHandrails and grab rails checked for movement and corrosion.
Comparing bids

What separates one resurfacing bid from another

Boards often get bids that look alike on the first page. These are the lines worth reading closely, and how we answer each one.

About Aqua Creations
In their words

Code requirements, explained along the way

For a board, the finish is half the result. The other half is whether the contractor explained the city and code requirements as the job went.

We received two outstanding referrals to Aqua Creations which helped in making our decision to work with them. The work was done professionally and neatly and the result was a beautiful new pool. Aqua Creations guided us through all of the city and code requirements. Thumbs up!

Questions

HOA pool resurfacing questions

What board presidents and community managers ask before they put a resurfacing item on the agenda.

When should an association schedule pool resurfacing?

After the board approves the budget and before the swim season, so the pool is back when residents want it most. Book the assessment early enough to leave room for the vote, the resident notice, and any county paperwork.

Can the work be split across budget years?

Ask for tile, coping, and drain items priced separately from the surface. The board can then decide what goes into this year’s budget and what waits, although anything that needs the pool drained is cheapest to do in the same closure.

Is an HOA pool treated as a public pool?

Usually, yes. Ventura County Environmental Health, for example, lists pools at homeowners associations and condominiums, and any pool serving more than three families, as public pools. That brings county rules on finish color, depth markers, and drain covers into the HOA pool resurfacing scope.

How is the board kept informed during the project?

Board members, the community manager, and maintenance staff can all be kept up to date on progress. Tell us at the start who should receive updates on the timeline.

Do you work with associations outside Ventura County?

Yes. From our shop in Ventura, our crews handle HOA pool resurfacing across Southern California and the Central Coast. For one region in detail, read our article on commercial and HOA pool resurfacing in Orange County.
